1) Artist is under publisher contract and so is unable to allow any other usage.

2) Artist doesn't own the copyright. Was commissoned art or sold originally.

3) Artists are so deluged with requests that they can't verify each and so deny all.

Note: Artists often don't answer emails as its hard to explain/deny so many requests.

Our part- As explained in the Help section of the website, we are not the copyright holder to any of the images we sell and so cannot give permissions for any image use, non-profit or not. You must have the copyright holder's permission, qualify under "Fair Use" rules or know the image is in "Public Domain" to use any image in any way other than as it is already legally sold (as an art print, etc). Please read our Help-Images section on how to research for the images and/or permissions.
